Updates page: French locale now sticks

Switching to French on the Updates page now actually applies—and stays applied as you browse. Before, the page could fall back to English even after you picked another language, especially when opening an update post or returning from a nested link.

Your language choice is saved in a cookie that works across the whole site, so the updates list, timeline labels, and individual changelog posts all render in the locale you selected. The same fix applies to every supported language, not just French.
